Santa Margarita Parkway Bridge Hinge Repair

The purpose of this project is to environmentally clear and implement hinge repair and ancillary maintenance improvements for the westbound structure under the Federal Bridge Preventive Maintenance Program. The hinge will be removed and replaced to correct internal damage that has resulted in a vertical offset of 3/4″ to 1.5″, and a horizontal shift of 1/2″ to 3/4″ across the hinge and visible damage to the internal shear keys, bridge bearings, and longitudinal restrainers.

NCM is responsible for project management, oversight of environmental documentation, preliminary engineering, permitting, final design and development of PS&E for the improvements. Some of the issues/features of the Santa Margarita Parkway Bridge Hinge Replacement Project include:

• Coordination with the County of Orange and regulatory agencies for construction impacts to the Arroyo Trabuco Wilderness

• Maintaining public access to the Arroyo Trabuco Wilderness and O’Neill Regional Park, and protection of existing natural resources in the project area during construction

• Minimizing traffic impacts during construction on Santa Margarita Parkway

• Protection of existing utilities including the Southern California Edison transmission line which runs parallel with the bridge in accordance with CPUC requirements

• Signage and signalization modifications

• Traffic, pedestrian and bicycle detour analysis, recommendations and design

• Construction staging

• Temporary Stormwater BMP’s

• Protection and/or restoration of existing roadway and bridge lighting facilities

• Regulatory Agency and County of Orange Permitting

• Caltrans Local Assistance and FHWA Procedures including all necessary documentation
