Project Description

This is a federally funded Caltrans State Highway Operation and Protection Program (SHOPP) project. Caltrans District 7, through their first ever Phase-Order on-call contract program, is proposing the replacement of bridge barriers and associated rehabilitation on the Fifth and Sixth Street Overcrossings over SR-110 near downtown Los Angeles and on Arroyo Seco Bridge carrying SR-134 in Pasadena. Barriers will be upgraded to current AASHTO/MASH compliant safety barriers and sidewalks. NCM is implementing the latest in the Caltrans barrier retrofit design methodology to achieve AASHTO TL-2 performance goals on the bridge and adjacent retaining walls. In addition to barrier safety improvements on the Fifth and Sixth Street Overcrossings, seven ADA-compliant curb ramps will be constructed at existing intersections to increase pedestrian safety, access, and circulation.

1.) The Fifth and Sixth Street Overcrossings required unprecedented coordination efforts with 3 City of Los Angeles Departments (LADOT, LABSL, LABOE) to gain their approval to obtain “A” Permit in a timely manner to RTL (ready-To-List) the project. The NCM team received high remarks from the City of Los Angeles staff for the quality of PS&E package and swiftly addressing their concerns and comments to City’s satisfaction.

2.) The Arroyo Seco bridge particularly proved challenging because it spans over Arroyo Seco Creek and Park underneath and more than 70-ft tall at the deck level. Due to sensitive habitat of the park and creek below, all construction must be carried from the deck level. NCM developed innovative design concepts that eliminated removal and reconstruction of existing overhang which resulted in several millions of dollars in savings which was then used to add additional safety features on the Bridge.

NCM was the Prime Consultant, responsible for Project Management/Coordination, Highway/Roadway Design, Civil Design, Structures Design, Utilities, PAED/PS&E, Right-of-Way Engineering, Bid & Construction Support.
