The firm was founded to serve cities, counties, metropolitan planning organizations, rail authorities, transit districts, transportation joint power authorities, railroads, the State and private developers, and maintains offices in Orange County, Riverside County, Fresno and the Sacramento area to efficiently serve agencies throughout California. NCM principals have an average of more than 25 years of experience and far-reaching skill sets that have allowed them to successfully lead design efforts for over 200 roadway, highway and bridge projects.

Principals
Mohan Char
Mohan’s 21 years of consulting experience spans the areas of planning, engineering, and design of large multidisciplinary transportation projects. Having worked extensively on projects with multiple Caltrans Districts, metropolitan transportation organizations, local agencies, and developers, he is thoroughly familiar with public agency procedures and protocol governing contract documents, particularly for bridge focused projects. He provides a unique perspective to project delivery through his broad experience with bridge projects that range from local road and small creek crossings to significant freeway to freeway connectors and major water crossings.
Steve Mislinski
Steve is an accomplished project manager with nearly two decades of experience and a broad range of structural engineering and transportation infrastructure project management knowledge. He has led multidiscipline teams in the role of project engineer, project manager and project principal for roadway/highway, freeway interchange, railroad grade separation and bridge seismic retrofit, rehabilitation, widening and replacement projects.
Edward Ng
Ed is a client-focused project manager whose professional civil engineering experience spans both government and private consultant engineering. His work experience includes management and design of roadways, highways, freeways, transit facilities, grade separations, drainage systems, and water systems, as well as building and retaining wall structures.
